The tapetum is a thick reflective membrane, 15 cells wide, located between the retina and the sclera. It collects and re-emits light back to the retina another time after the first reflection, giving the rods a second chance to absorb the light and image information, thus maximizing the little light available to them and increacing the quality of their sight. As this light is reflected off the tapetum, the animal's eyes seem to glow.
